Health Enterprise Zone Project

The goal of the Health Enterprise Zone (HEZ) Project is to draft a feasibility analysis to establish Health Enterprise Zones in San Joaquin Valley communities to recommend legislation for establishment of an HEZ.  The HEZ concept differs from the EZ model þu it provides financial incentives for primary care physicians and dentists practicing in state-designated underserved areas to recruit and retain a culturally competent primary care workforce in rural and urban areas.  This model stimulates health business development and job development in the health care professions.  It has fostered legislation in New Jersey and Illinois with measurable impacts on health-related businesses and provider availability.

Deliverable

A final report that includes the San Joaquin Valley HEZ Concept Report; the Eight Community Feasibility Report; the Cost-Benefit Analysis Report; and the Final HEZ Model with Legislative Recommendations.
