The Council of Fresno County Governments (Fresno COG) has begun preparations to facilitate ongoing regional discussions of how best to conserve farmland in the Valley. It will develop a “toolbox” of best practices for farmland protection and implement funding, policy, regulatory and other farmland protection mechanisms (from the toolbox). One of the grant deliverables is to create an organization to hold and manage interests (like conservation easements) in protected farmland. It is intended that the Model Farmland Conservation Program complement long-term, regional, urban land use decisions and would be applicable to the entire San Joaquin Valley. Another key component of this seed grant is the development and implementation of a standardized and centralized computer-based geographic information system (GIS), with update capability, which would track General Plan map changes from multiple jurisdictions across the San Joaquin Valley. This centralized resource would be operated through UC Merced’s Great Valley Center and be equipped to distribute reliable, uniform, regional land use data to local jurisdictions and to generate accurate maps for use by decision-makers.
